Ghazni Launches Strategic Urban Plan for the Next 20 Years

Ghazni city’s strategic and reform plans have been handed over to the provincial municipality for implementation after being approved by the Ministry of Urban Development and Housing.

According to officials, the plan includes a 20-year strategy for urban development in Ghazni, the expansion of the city’s internal roads, and the designation of zones for commercial, industrial, health, and public service activities. For the first time, the plan also includes a proposal for constructing multi-story residential buildings.

Mohammad Nabi Hamza, the mayor of Ghazni, stated: “Once the master plan was prepared, the detailed and redevelopment plans were set for implementation. Overall, the city of Ghazni from Espanda to Kotla and from Nawabad to Qala-e-Joz has been included in the master plan, with adjustments made to the previous version as needed.”

Rahmatullah Baheer, head of urban affairs at the Ghazni Department of Urban Development and Housing, said: “In the new strategic plan, we have added commercial zones and also designated areas for cold storage facilities and public services. Additionally, in the reform and adjustment plan, we have expanded the internal roads and commercial areas of Ghazni city.”

According to available information, the plans have been designed with current needs in mind, aiming for urban development and improved organization. For the first time, the construction of residential buildings ranging from three to fifteen stories will be permitted in specific areas of the city.

Hamid-ur-Rahman Shaheedkhil, head of engineering at the Ghazni Department of Urban Development and Housing, said: “Many city residents face housing shortages, and returning refugees also lack shelter. However, these multi-story buildings are expected to help resolve those issues.”

Meanwhile, Ghazni residents have welcomed the implementation of the plans and are urging for swift commencement of practical work.

Mohammad Abbas, a local resident, said: “Ghazni city residents currently face major issues due to traffic congestion and disorganization. We hope these plans will be implemented quickly to address these problems.”

Mohammad Nabi, another resident, said: “With the implementation of these plans, job opportunities will be created, the city will become more organized, and people’s lives will become easier. We request that practical work begin as soon as possible.”

The lack of standard roads, traffic congestion, absence of designated zones and essential infrastructure for commercial and industrial activities, as well as a non-standard water and sewage system, are among the major challenges facing Ghazni residents.
