UN Yet to Appoint New Head of Mission for Afghanistan

Nearly Three Months After Otunbayeva’s Departure, UN Yet to Appoint New Afghanistan Envoy.

Nearly three months after the end of Roza Otunbayeva’s mission as Head of the UN Assistance Mission in Afghanistan (UNAMA), no new appointment has been made by the UN Secretary-General to fill the position.

Although UNAMA’s mandate has been extended until March 17, 2026, the delay in appointing the Secretary-General’s Special Representative for Afghanistan has raised concerns about a lack of coordination between the United Nations and Afghanistan.

Political analyst Sayed Moqaddam Amin stated: “Appointing the Secretary-General’s envoy and their presence in Afghanistan is essential. Even if there are differences of opinion, I am confident this matter will be resolved soon.”

This lack of clarity in appointing the new envoy comes as the Islamic Emirate of Afghanistan previously expressed hope that the next UN representative would have a true understanding of Afghanistan’s situation and contribute to strengthening ties between Afghanistan and the international community.

Ghulam Mohammad Nabizada Karukhi, another political analyst, commented: “Appointing the Secretary-General’s envoy depends on whether the world’s major powers reach a consensus on the matter.”

Basir Ahmad Danishyar, a university professor, added: “The main reason the UN envoy has not been appointed likely lies in differing views within the UN Security Council regarding the current situation in Afghanistan.”

Roza Otunbayeva, a diplomat from Kyrgyzstan, served as the UN Secretary-General’s Special Representative for Afghanistan and Head of UNAMA from September 2022 to September of this year.

Currently, UNAMA’s Deputy for Political Affairs, Georgette Gagnon, is serving as acting head of the mission.
