EU Envoy Calls for Restraint, Dialogue in Afghanistan

The European Union has announced that Gilles Bertrand, its Special Envoy for Afghanistan, met with officials of the Islamic Emirate, members of the diplomatic community, representatives of the United Nations and international organizations, civil society activists, and representatives of non-governmental organizations during his visit to the country.

According to the statement, the EU Special Envoy discussed Afghanistan’s security situation and the region, as well as progress in the fight against Daesh (ISIS).

He called on Afghanistan and Pakistan to exercise restraint and avoid targeting civilians and civilian facilities during conflicts.

Praising the mediating role of Turkey, Qatar, Saudi Arabia, and China, he urged Kabul and Islamabad to return to the negotiating table.

The statement, quoting Gilles Bertrand, noted that the current restrictions on women and girls in Afghanistan are concerning.

It added: “These restrictions constitute major violations of international human rights standards and the international commitments of Afghanistan. They also harbour devastating long-term consequences for Afghanistan’s society and economy that will take generations to repair. Afghanistan remains the only country where girls are banned from studying beyond sixth grade. The EUSE recalled that this is a major impediment to the normalisation of relations.”

The European diplomat described UNAMA as a key coordinator and added that the European Union supports UN engagement under the Doha process framework.

He also called on Iran and Pakistan to ensure that the return of Afghan refugees is carried out in a dignified, orderly, and safe manner.

Gilles Bertrand further emphasized that the European Union’s engagement with Afghanistan will continue in a principled, pragmatic, and people-focused manner.
